Partner at Beijing Xinglai Law Firm
Master of Laws from Shenzhen University. Previously worked for many years in the court system, specializing in criminal trials (also serving as a member of the Legal Expert Advisory Committee under a district-level Supervisory Commission). During this time, I handled hundreds of cases spanning various categories—including offenses involving official misconduct, economic crimes, crimes infringing upon personal and property rights, threats to public safety, and disruptions to social order—gaining extensive hands-on judicial experience. Since entering the profession, I have successfully managed numerous high-profile, complex cases, including those related to organized crime, corporate disputes, official misconduct, criminal-civil intersection issues, and death-penalty review proceedings. My work has consistently helped clients achieve favorable outcomes such as non-prosecution, acquittals, or reduced sentences.
Business Areas
Defense in cases involving official misconduct, economic crimes, and organized crime linked to gang activities—plus representation or prosecution in complex civil-criminal and administrative-criminal crossover cases that are particularly challenging and intricate.
Typical Case
1. The case involving Xue and others from a certain county—allegedly involving corruption, bribery, misuse of public funds, and abuse of power—in the poverty alleviation sector, which is being supervised by the Central Commission for Discipline Inspection;
2. The series of cases involving Yang Moumou and Ma Moumou bribing Wang Moumou, Deputy Minister of a certain state department;
3. Case of Kang, Director of the Justice Bureau in a certain district of Hebei Province, involving embezzlement, bribery, and abuse of power;
4. Cui, the Party Secretary of a district hospital in Hebei Province, was accused of accepting bribes (involving over 1 million yuan) and engaging in bid-rigging (with funds exceeding 10 million yuan). Thanks to effective legal defense, the charge of bid-rigging was dropped during the investigation phase, helping the client secure the prosecution's recommendation for the lowest possible sentence.
5. The case involving Wei from Shandong, who was accused of illegally transferring land-use rights (allegedly profiting over 110 million yuan) and fraudulently obtaining loans (claimed amount exceeding 30 million yuan), resulted in a court verdict of three years and six months following effective legal defense.
6. In a job embezzlement case in Jiangsu, the investigative authorities determined that the defendant had misappropriated company funds totaling over 8 million yuan. However, thanks to effective legal defense, the defendant was ultimately granted non-prosecution by the procuratorate.
7. Shareholder and de facto controller of a Hunan-based advertising company, involved in a case of aiding and abetting cybercrime and theft—following effective legal defense, the first-instance court dropped the charge of theft, leaving only the charge of aiding and abetting cybercrime. As a result, the prison sentence was reduced from the prosecution’s recommended four-and-a-half years to just one year (served concurrently with pre-trial detention).
8. In the case of Hebei Zhi, where special VAT invoices were falsely issued, the prosecution alleged an inflated amount exceeding 15 million yuan; however, the court ultimately acquitted the defendant in the first-instance trial.
9. Thirty individuals, including Zhu Mouguo from Shandong, were implicated in a crime involving the alleged organization and leadership of a mafia-like group. Thanks to effective legal defense, the charges were narrowed down, resulting in the removal of five criminal counts.
10. In a murder case from Fujian, we were retained during the death penalty review phase. Through effective legal representation, the Supreme Court ultimately overturned the original provincial high court's decision to impose the death penalty, rejecting the ruling and ordering the case to be sent back for retrial.
