As the second round of pilot programs for corporate compliance-based non-prosecution reforms in ten provinces and cities nears completion, the Supreme People's Procuratorate will soon roll out the corporate compliance reform nationwide. Meanwhile, related legislative efforts have entered a substantive research phase, paving the way for compliance initiatives and remediation measures to soon become legally recognized grounds for non-prosecution or lighter penalties for companies involved in criminal cases.
As a result, prosecutors and lawyers across various regions are now grappling with both the practical, specialized challenges of exploring and advancing compliance-based non-prosecution measures for businesses involved in legal cases—and the broader, macro-level considerations of fulfilling their responsibility in societal governance. Among them, lawyers, as an indispensable driving force in corporate compliance, will play a vital, irreplaceable role in supporting the prosecution service's reforms and fostering the scientific management of enterprises, particularly through their expertise in defense, compliance consulting, and third-party oversight.

Co-hosted by the Corporate Compliance Law Specialized Committee of the All China Lawyers Association and the Anhui Provincial Lawyers Association, and organized specifically by the Corporate Compliance Management Specialized Committee of the Anhui Provincial Lawyers Association and the Anqing City Lawyers Association, the event drew over 400 participants—including committee members, renowned legal scholars, and volunteer lawyers—from across the country. This gathering was not only a vibrant platform for professional networking but also a deep exploration of corporate compliance development within the context of China’s modernization drive.

Shenzhen Corporate Compliance Management System (Full Text)

The Shenzhen Municipal Bureau of Justice has taken the lead in bringing together multiple stakeholders to draft the "Corporate Compliance Management System," based on the international standard ISO 37301 and the national standard GB/T 35770. The system was developed in alignment with Shenzhen's current corporate compliance management practices, addressing existing challenges and specific industry needs.
