I. Cracking Down on Crimes Involving Software Copyright Infringements. In February 2025, public security authorities in Zaozhuang City, Shandong Province, uncovered a case of software copyright infringement based on investigative leads. They arrested 16 suspects, shut down 5 distribution hubs, and seized over 2,000 counterfeit encryption keys used for pirated engineering software, effectively safeguarding and boosting innovation and creativity among businesses.


II. Cracking Down on Crimes Involving the Theft of Trade Secrets. In June 2023, public security authorities in Ningbo City, Zhejiang Province, uncovered a case involving the illegal provision of trade secrets to entities abroad, based on intelligence gathered during their investigative work. The operation led to the arrest of 12 suspects and the timely seizure of 26 confidential technical documents belonging to China’s new-energy enterprises, effectively safeguarding these companies’ technological security.


III. Cracking Down on Intellectual Property Rights Infringements in the Home Appliance Sector. In September 2024, public security authorities in Suzhou City, Anhui Province, acted on tips from citizens to dismantle a major operation involving the production and sale of counterfeit branded household appliances. The investigation led to the arrest of 13 suspects, the dismantling of three criminal gangs, the closure of eight illicit production sites, and the shutdown of 26 online stores suspected of selling fake products. Authorities also seized over 2,000 counterfeit refrigerators, effectively safeguarding the legitimate rights and interests of both consumers and businesses.


IV. Cracking Down on Crimes Involving the Production and Sale of Counterfeit Branded Toys. In March 2025, public security authorities in Chaoyang District, Beijing, uncovered a case involving the illegal production and sale of counterfeit branded toys—conducted primarily through online livestreams and other channels—based on intelligence gathered during their investigative work. The operation led to the arrest of 48 suspects, dismantled six criminal groups, and resulted in the seizure of over 500,000 counterfeit toy items at the scene, effectively safeguarding the healthy development of the children’s toy industry.


V. Cracking Down on Crimes Involving the Production and Sale of Counterfeit Food Products. In August 2024, public security authorities in Harbin City, Heilongjiang Province, uncovered a lead through proactive intelligence analysis and successfully solved a case involving the production and sale of counterfeit branded sausages. They arrested 11 suspects, dismantled 5 counterfeiting and distribution hubs, shut down 4 online stores selling fake products, and seized 2,200 pounds of counterfeit sausages at the scene—effectively safeguarding both public food safety and the legitimate rights and interests of businesses.

1. Jiangsu Province’s Wuxi Public Security Authorities Have Established a Cluster of Intellectual Property Protection Service Outposts. Seizing the opportunity as one of the first batch of cities selected for the national pilot program to build strong intellectual property (IP) cities, Wuxi’s public security authorities have adopted a strategic approach focused on "grid-based deployment, cluster-style development, and physical operation." They are systematically creating an IP protection service outpost network that emphasizes "point-to-line-to-surface coverage," ensuring comprehensive outreach while tailoring services to meet diverse needs. To date, 14 "Intellectual Property Protection Service Outposts" have been set up across the city’s key industries, leading sectors, and flagship enterprises, complemented by an online "Service Cloud Sentinel." Police officers regularly station themselves at these outposts, working closely with businesses through embedded office presence and proactive consultation services. In collaboration with relevant departments, the authorities have also formed an IP "Rights Protection Alliance," providing guidance to companies in strengthening their risk management frameworks. Additionally, a dedicated "green channel" has been established for case handling, offering rapid rights enforcement, legal advice, and public awareness campaigns—all delivered as seamless, personalized, end-to-end services. This initiative aims to position the public security agencies as a one-stop, integrated service hub for IP protection, serving as a vital "engine" driving economic growth and acting as a "neighborhood police station" right at businesses' doorsteps. Moreover, the program has significantly expanded Wuxi’s IP protection ecosystem and service network. In recent years, more than 30 specialized training sessions and workshops have been organized, helping businesses identify and address over 40 vulnerabilities. Through these service outposts, law enforcement has solved over 50 IP-related cases, actively contributing to the creation of a robust, rule-of-law-driven business environment.


II. Hangzhou Public Security Authorities in Zhejiang Province Promote the Establishment of a Comprehensive Standards and Regulations System. Anchoring itself firmly in the city’s vision as an “Innovative and Dynamic City,” Hangzhou’s public security authorities have focused closely on leveraging the city’s unique strengths in strategic scientific and technological fields. They have established a protection list encompassing 500 innovative entities across “industry, academia, and research” sectors—including artificial intelligence (big data), robotics, intelligent connected vehicles, the low-altitude economy, and semiconductors—as well as an intellectual property crime risk index. This initiative strengthens targeted protection efforts and enhances early warning mechanisms for potential risks. In collaboration with relevant departments, the authorities have developed standards for the "Commercial Secret Protection Capability Indicator System" and released the "Guidelines for Basic Risk Prevention of Commercial Secrets in Technology-Based SMEs." Additionally, tailored innovation risk self-assessment checklists have been created for three key industries: robotics, smart manufacturing, and biopharmaceuticals, helping companies proactively identify and mitigate risks. To further bolster IP protection, a joint "one-stop" Intellectual Property Protection Center has been set up, complemented by a tiered system of "IP Police Officers" at the brigade, battalion, and police station levels. Innovative "dual-track" case-handling models have also been introduced, enabling seamless coordination between municipal and district-level operations. A dedicated "IP Police Officer Visit-to-Enterprise Handbook" has been compiled to streamline consultations and reporting processes, making it easier and faster for businesses to seek assistance. Since 2025, authorities have conducted over 100 on-site service visits to enterprises, assisting in refining more than 40 internal control measures. They have also responded to over 400 business inquiries and successfully resolved 54 intellectual property disputes.


III. Hefei Public Security Authorities in Anhui Province Innovate and Enhance the Intellectual Property Protection System. Hefei public security authorities in Anhui Province have proactively aligned with the development needs of high-tech industries, driving the establishment of a comprehensive intellectual property protection framework. As a pilot initiative, they have set up a municipal-level reporting center for intellectual property crime cases and established dedicated police liaison offices and appointed liaison officers at the county/district level as well as in 183 high-tech enterprises. As a result, the level of rule-of-law services provided to businesses has steadily improved. Notably, in the area of trade secrets, the authorities have collaborated with relevant departments to establish six collaborative protection and guidance stations at key enterprises (and industrial parks). They have also developed the "Detailed Checklist for Corporate Trade Secret Risk Assessments," guiding companies to strengthen their trade secret protection measures and proactively mitigate infringement risks at the source. Meanwhile, in coordination with other stakeholders, Hefei has introduced a rapid intellectual property protection cooperation framework agreement, setting up a one-stop IP protection collaboration center and a joint enforcement center focused on food, drug, environmental, and intellectual property issues. These efforts further bolster cross-departmental and cross-regional cooperation on IP protection, fostering a unified, collaborative approach across the Yangtze River Delta region and beyond.


IV. Hunan Province’s Changsha Public Security Authorities Promote the Establishment of Intellectual Property Protection Workstations at Enterprises. Hunan Province’s Changsha Public Security Authorities are actively rolling out the establishment of intellectual property protection workstations within enterprises, further deepening reforms in enterprise-based policing. Specifically targeting areas such as trade secrets and trademark protection, these workstations provide tailored services to businesses, seamlessly integrating criminal IP protection into every stage of a company’s R&D, production, and sales processes. This initiative has helped build a comprehensive, multi-layered IP protection network featuring "health-check-style early warnings" combined with "targeted prevention and control measures." Currently, these enterprise-based workstations have expanded to cover 207 leading companies across key industries, as well as the Malanshan Video & Cultural Creative Industry Park. Together, they have assisted businesses in resolving over 300 intellectual property infringement disputes and have successfully cracked more than 200 cases involving trade secret theft and counterfeit trademark activities. In addition, the authorities have independently developed an innovative IP risk assessment model. Businesses can now use the "My Changsha" mobile app to conduct self-assessments, generating real-time, comprehensive IP risk reports. Based on these assessments, public security agencies categorize enterprises into high-, medium-, and low-risk groups, implementing customized, targeted governance strategies for each. By focusing on high-risk scenarios where IP infringements frequently occur, the model also guides companies in strengthening preventive measures at their source—empowering them with a proactive, digitally driven approach that combines "small-scale interventions with robust actions." Since its launch, the model has already conducted thorough risk evaluations for 605 key R&D-focused enterprises, identifying over 3,400 potential risks in total.


V. Sichuan Provincial Public Security Authorities Promote the Use of the "Intellectual Property Cloud Policing" WeChat Mini Program. Sichuan’s public security authorities have actively rolled out and promoted the "Sichuan Public Security Intellectual Property Cloud Policing" WeChat mini-program platform, creating an integrated online-and-offline one-stop service for intellectual property protection tailored to businesses. Leveraging the cloud policing platform’s tip-reporting feature, companies can now conveniently upload documents, videos, or images directly via their mobile WeChat accounts—anytime, anywhere—enabling a "one-click alert" system to promptly report potential infringement issues or seek real-time online consultations. To date, more than 7,200 enterprises—including those participating in pilot programs for trade secret protection, demonstration enterprises for IP rights safeguarding, specialized and innovative firms, and companies holding well-known trademarks—have joined the platform, helping businesses recover economic losses totaling over 64 million yuan. Addressing challenges such as insufficient legal knowledge and weak awareness of IP protection among enterprises, the cloud policing platform has established a dedicated legal section, offering businesses an easy "one-click inquiry" service for legal support. This includes providing access to essential laws, regulations, judicial interpretations, and relevant guiding cases, empowering companies to refine and strengthen their IP protection strategies—resulting in over 50 targeted recommendations for improvement. Additionally, the platform hosts specialized training sessions that have engaged more than 400 company representatives. To tackle significant, complex, or particularly challenging IP-related issues, the cloud policing platform has also launched a dedicated "Extensive Visits for Public Benefit and Enterprise Support" column. Through this feature, businesses can seamlessly schedule online appointments with police officers to address pressing IP concerns on-site. As of now, the initiative has facilitated visits to over 1,300 enterprises, resolved more than 120 IP-related problems, and provided 140 actionable protection recommendations to help businesses better safeguard their intellectual assets.
