She serves as the Director of the Xinglai Integrated Research Base for Criminal Justice and Administrative Law at the School of Criminal Justice, China University of Political Science and Law; a member of the Criminal Law Committee of the All China Lawyers Association; a specially appointed lawyer supervisor for detention centers under the Ministry of Public Security; Vice Chairperson of the Criminal Procedure Committee of the Beijing Lawyers Association; and Vice Chairperson of the Judicial Credibility Committee at the Beijing Credit Society. Additionally, she holds positions as an off-campus practical mentor in criminal defense at Peking University, Renmin University of China, Shandong University, and other institutions. Introduction to the Work of Supreme People's Court Litigation Service Volunteer Experts
To promote the resolution of petition-related disputes in litigation cases and explore mechanisms for third-party involvement in judicial services, the Supreme People's Court partnered with the China Law Society in August 2014 to jointly establish a volunteer expert mechanism for litigation services. This initiative is specifically managed by the China Legal Consulting Center, which organizes law professors and legal practitioners to take turns providing on-site legal and psychological counseling, helping to ease and resolve petition-related grievances, participating as invited guests in simplified hearings for appeal cases, and assisting in pre-trial dispute resolution for retrial cases.
As of the end of 2024, the China Legal Consulting Center has dispatched over 2,000 volunteer experts to provide pro bono services at the Supreme People's Court Litigation Service Center, helping resolve more than 5,350 cases. Their efforts have earned high praise from the Supreme People's Court and unanimous recognition from the public who sought assistance. The Case Filing Division of the Supreme People's Court has repeatedly sent letters of gratitude to the China Legal Consulting Center, highlighting how the volunteer expert program has promptly addressed the public's most urgent and diverse judicial needs, effectively eased tensions among petitioners, and significantly reduced the workload associated with handling litigation-related complaints—thus making a vital contribution to the court’s overall efforts in managing legal and litigation-related petitions.
Attorney Cheng Xiaolu has been appointed to this role, taking on new responsibilities and a renewed sense of mission. Moving forward, she will continue to leverage her professional expertise with a strong sense of responsibility and dedication, actively participating in volunteer work at the Supreme People's Court’s litigation service initiatives. Her efforts will help resolve disputes related to lawsuits and petitions, while contributing to the promotion of judicial fairness and social harmony.
