Recently, the German-Chinese International Joint Research Center for Humanities and Social Sciences held a grand book donation ceremony to the Jimen Law History Library at China University of Political Science and Law, at its Haidian campus. Wei Tong, Director of the Government Regulatory Practice Center at Beijing Xinglai Law Firm and Director of the Research Center for Cross-Border Civil and Criminal Legal Services, was invited to attend the conference as a guest speaker. She shared her views on topics including the cultivation of rule-of-law professionals with international expertise and practical issues in cross-border judicial practice.







The donation ceremony was attended by Liu Yueteng, Secretary-General of the Academic Committee of the Sino-German Joint Center for Humanities and Social Sciences Research, and Zhu Yong, Honorary Dean of the Institute of Legal History at China University of Political Science and Law, who served as representatives of the donor and the recipient, respectively. Liu Yanhong, Vice President of China University of Political Science and Law, also attended the event. The ceremony brought together nearly twenty experts and scholars from the Sino-German Joint Center for Humanities and Social Sciences Research, the Chinese Society of Health Law, the Beijing Arbitration Commission, Peking University, Beijing Foreign Studies University, the China Foreign Affairs University, the National Health Commission of China, Xinglai Law Firm in Beijing, China National Petroleum Corporation, as well as the School of Law and the Institute of Legal History at China University of Political Science and Law, all of whom witnessed the ceremony and participated in a roundtable discussion.


During the panel discussion, Sha Yushen, Executive Vice President and Secretary-General of the Chinese Society of Health Law; Jiang Lili, Member and Secretary-General of the China (Beijing) Securities and Futures Arbitration Center; Ma Jian, Professor at the School of Foreign Languages, Peking University; Wang Wenhua, Professor at Beijing Foreign Studies University; Luo Guannan, Deputy Director of the Institute of Legal History at China University of Political Science and Law; Li Yue, Head of the Division for Legal and Enterprise Reform Disputes at China National Petroleum Corporation; He Haiyan, Director of the Publicity and Education Department at the National Mental Health and Mental Disorder Prevention and Control Center; Zhang Jingkai, Associate Professor at the Institute of Legal History at China University of Political Science and Law; Liu Xuanlin, Associate Professor at the School of Law at China University of Political Science and Law; and Jiao Yang, Associate Professor at the China Foreign Affairs University, each delivered remarks in turn.

As the sole representative from a legal service intermediary agency, lawyer Wei Tong shared her insights—drawing on her extensive practical experience in the field of international law—on topics including Sino-foreign legal exchanges, pathways for cultivating legal professionals with expertise in foreign-related affairs, and the development of practical mechanisms for handling foreign-related matters. She argued that, given China’s increasingly important role in the global governance system, it has become a shared concern of legal education and industry development to cultivate high-level legal professionals who are deeply rooted in China’s rule-of-law practice yet possess both an international perspective and the ability to effectively apply international rules. Meanwhile, as cross-border legal matters involving enterprises “going global” and “attracting investment” continue to increase, this also places greater demands on... Comparative Law and Cross-Cultural Legal Analysis for Practitioners Higher requirements have been put forward for capabilities.


Attorney Wei Tong further stated that law firms, as frontline platforms for legal practice, can deepen cooperation with universities, professional associations, enterprises, and other institutions in areas such as case studies, internships and practical training, academic translation, and the integration of cross-border legal information. Together, they can effectively bridge the gap between theoretical knowledge and practical application in the cultivation of professionals specializing in foreign-related rule of law. She expressed her hope that in the future, Xinglai Law Firm will engage in more pragmatic collaborations with various institutions, helping to build a bridge for legal exchanges between China and other countries and contributing practical wisdom to the internationalization of the rule of law and mutual learning among civilizations.


After the donation ceremony, the guests toured the Jimen Legal History Library and the thematic exhibition titled “Honoring Professor Zhang Jinfan, the People’s Educator.”
