On June 18, Li Jingguo, Deputy Secretary of the Party Committee of the Dongcheng District Justice Bureau in Beijing, and his delegation visited Beijing Xinglai Law Firm to conduct a fact-finding and research visit. Wang Weining, Deputy Director of Xinglai Law Firm; Wang Ying, Deputy Director of the Management Committee; and committee members Su Zhongming, Fu Xuehang, Yan Xiaojun, along with several other lawyers, warmly welcomed the group, accompanied them on a tour of the firm’s office facilities, and engaged in an in-depth discussion and exchange.


Under the guidance of Deputy Director Wang Weining, Vice Secretary Li Jingguo and his delegation first toured the office premises of Xinglai Law Firm. Deputy Director Wang Weining provided a detailed introduction to the firm’s development journey, its team structure, core practice areas, and the remarkable achievements it has made in recent years—particularly in compliance services, criminal defense, and dispute resolution. During the visit, leaders from the Bureau of Justice highly praised Xinglai Law Firm for its professional and well-organized approach to legal practice.



At the symposium, Deputy Director Wang Weining warmly welcomed the leaders from the Justice Bureau on behalf of Xinglai Law Firm and briefly introduced the firm’s basic overview. He highlighted that since its establishment, Xinglai Law Firm has consistently upheld its development vision—“A Spark Ignites a Prairie; Rule of Law Shapes the Future”—and remains committed to delivering high-quality, efficient legal services to its clients. Currently, the firm boasts a highly qualified and specialized team of lawyers, including outstanding graduates from top institutions such as Tsinghua University and Peking University, as well as seasoned attorneys with extensive hands-on experience in the judicial system.

After listening to the report, Vice Secretary Li Jingguo fully praised Xinglai Law Firm for its remarkable achievements. He noted that Xinglai Law Firm has emerged as a dynamic new force in Dongcheng District’s legal services sector, not only excelling in its professional practice but also actively contributing to Party building and social responsibility initiatives. He expressed his hope that Xinglai would continue leveraging its expertise to play an even greater role in advancing the rule of law in Dongcheng District.


Following this, Deputy Secretary Li Jingguo specifically inquired about the Party-building work at Xinglai Law Firm. Deputy Director Wang Weining explained that Xinglai Law Firm places great emphasis on Party building, and currently, the firm’s Party branch has 19 members—representing a significant portion of the entire staff. The firm continuously enhances its party members’ ideological and political awareness as well as professional skills by regularly organizing themed Party Day activities and facilitating learning and exchange sessions among its members. Deputy Secretary Li Jingguo highly praised Xinglai Law Firm’s efforts in Party building and encouraged the firm to further strengthen its Party initiatives, fostering a deeper integration of Party work with the firm’s core business operations.


During the subsequent discussion, both sides also delved into issues and challenges encountered in the development of law firms, as well as their specific needs, and explored how the Bureau of Justice could better serve these firms. Li Jingguo, Deputy Secretary, emphasized that the Dongcheng District Bureau of Justice will continue to support the growth of law firms as always, actively providing policy guidance, business training, and other forms of assistance and backing to help them succeed.


After the symposium concluded, both sides posed for a commemorative photo. This visit and research activity fostered a deeper exchange between the Dongcheng District Justice Bureau and Xinglai Law Firm. Taking this opportunity as a starting point, Xinglai Law Firm will continue to strengthen its professional development, enhance service quality, and fulfill its social responsibilities, contributing even more expertise and strength to the rule-of-law initiatives in Dongcheng District.
